I want flowers?
You can plant any flowers in dirt and use the rocks as a ground cover over them, just make sure to leave a circle about 4" around the stem of the flower so it can get oxygen and water to the soil. You'll have to clear the rocks to get down to the dirt and then plant your flowers there. If you don't know much about gardening, you might want to monitor the sun/shade content of the area where you are planning to plant and get plants that are consistent with the conditions. Good luck!

You could put Pansies or Petunia's in between , or you could have %26lt;Mountain Pink .that comes up every year in the Spring ,they are real pretty ,but then it stays green the rest of the time .

My suggestion is to plant the flowers in pots and set in the rock garden. You can get them of varying heights and sizes, mix and match, even get plain terracotta and dress them up with paints if you are inclined.
Your plants will love you for not sticking them in hard compacted soil where they will have to struggle every day to survive let alone grow!

Remember you can dress up an empty space with a solar fountain, some decorative pots, and yard ornaments on spikes. Maybe even a sun dial or sculpture. So many ideas!
