The fact that ir "doesn't transplant" doesn't mean it's a weed - it means it has a taproot system and doesn't transplant well. Cilantro doesn't like being transplanted either...
Do the flowers curl up into a "nest" when they're done? if so, it's probably Queen Anne's Lace. otherwise known as "wild carrot".
Reply:Hard to say without more details but it does sound like a weed ,especially if it has just popped up in the middle of nowhere. the quickest way to resolve this is take to a sample of it to well a known local gardener and i bet they've encounted it b4 and can tell you exactly what it is!
